AEP Mountaineer Flue Gas Desulphurization (FGD) Project

In late 2005, Brown Electric was awarded the electrical scope of the Flue Gas Desulphurization (FGD) Project at the AEP Mountaineer Power Plant in New Haven, WV.

This 20 million dollar project spanned 400,000 craft-hours and required multi-craft supervision, extensive field engineering, and integrated Primavera scheduling.

Brown Electric was under considerable time restraints while performing the Mountaineer FGD Project and was able to finish within the required parameters due to resolute project controls.

In addition to the electrical scope of the project, Brown Electric was also commissioned to assist in the project’s installation, start-up and check-out.

EPA Mercury Monitoring Program

With the EPA’s 2005 institution of the Clean Air Mercury Rule (CAMR), a need arose throughout the country for stricter emissions monitoring in coal-burning power houses.

AEP sanctioned Brown Electric in 2007 to provide nationwide power house installations of continuous mercury monitoring systems (CMMS) in: Indiana, Texas, Oklahoma, Ohio, Kentucky, Virginia and West Virginia.

With powered scaffolding, Brown Electric installed new ports in existing Pennguard block stack liners along with fiber optic and heated tube bundles on both the inside and outside of stacks.

Start-up and Commissioning

The Waterford Energy Facility is a combined cycle natural gas plant with three gas turbine generators and one steam turbine generator with a capacity of 850 megawatts.  Water for the facility is supplied by the nearby Muskingum River.  Power is delivered to the nearby grid via an interconnection with AEP’s 345kV system located within one mile of the facility.

Brown Electric was selected to provide start-up and commissioning support services for the Waterford facility.  This assignment involved the management and direction of multiple crafts during the 80,000 man-hour project.

Brown Electric’s successful execution of this assignment led to the award of a similar contract to participate in the start–up and commissioning the PSEG Lawrenceburg, Indiana facility.
